MIRBCA: EGLE’s New Risk-Based Corrective Action for LUST Sites
Who Is Affected?
The Michigan Department of Environment, Great Lakes, and Energy (EGLE) is in the process of introducing the Michigan-Specific Risk-Based Corrective Action (MIRBCA) to streamline cleanup efforts at leaking underground storage tank (LUST) sites. Instead of using broad contamination thresholds, MIRBCA allows for site-specific cleanup criteria based on detailed environmental assessments and site-specific information.
MIRBCA applies to environmental consulting firms, regulatory agencies, and site owners working on Part 213-regulated LUST sites. These guidelines help close Tier 2 sites by incorporating data-driven evaluations of soil and groundwater conditions.
Key Site-Specific Testing Under MIRBCA
To determine the appropriate corrective actions, firms must evaluate:
USDA Soil Classification
Porosity
Moisture Content
Bulk & Particle Density
Challenges in Meeting MIRBCA Requirements
The biggest hurdle is access to specialized laboratory services capable of performing these tests accurately, quickly, and dependably. Additionally, obtaining proper soil samples, such as Shelby Tube samples, may be necessary for precise analysis. Our sister company MATECO Drilling can provide these sampling services if required.
How MTC Can Help
MTC provides laboratory services to support MIRBCA compliance with accurate, timely results tailored to site-specific needs. Our services include:
